Minimum Safe Manning Certificate

1 Purpose

This Marine Notice explains the process and requirements for the issuance of the Minimum Safe Manning Document (MSMD) by Novaveritas Maritime Division (NVMD) on behalf of authorized flag state administrations.

2 Regulatory Basis

SOLAS Chapter V, Regulation 14 requires every ship to be sufficiently and efficiently manned at all times, taking into account the safety and the prevention of pollution. Each ship shall hold a Minimum Safe Manning Document issued by the flag state administration specifying the minimum number and grades/capacities of the seafarers required to be carried.

4 Application Process

Owners or operators seeking a Minimum Safe Manning Document for a vessel registered under an administration that has delegated this function to NVMD should submit the following:

5 Validity & Review

The Minimum Safe Manning Document is issued for the vessel and remains valid until there is a significant change in the vessel's design, equipment, or trading pattern that could affect the minimum safe manning level. In such cases, a new application must be submitted to NVMD for reassessment.

Masters' Responsibility

The master must ensure at all times that the vessel is crewed in accordance with the Minimum Safe Manning Document. If circumstances require departing from minimum manning, the master must document this in the Official Log Book and notify the flag administration.
